Moreover, all kinds of rubbish and debris have been tipped onto the riverbanks, which contributed to finding vertical banks caused by erosion processes, which generate various areas with a mismatch of trees, and areas where the cane falls towards the river .

At present the banks of the Ebro are heavily modified by human activity, as they have been invaded by crops whose implementation has changed the topography of the banks and floodplain. Furthermore, dumping of all kinds of rubbish and debris on the banks of river, contribute to generate vertical banks cause by erosion processes. The action is to develop and restore a riverside ecosystem, which has a certain degree of naturalness and where ecological processes of this environment can be restarted, in a strip of sufficient length.

Flix Reservoir retains a lot of sludge in its basin that originated from historical discharges from the chemical activity and changes in the fluvial dynamics of the river through the construction of the Mequinensa, Ribarroja and Flix dams. The main objective of the action is to reduce the inherent risk in the accumulation of contaminated waste in the Flix reservoir by its disposal. For this planning has been carried out to extract, process, transport and dispose the waste accumulated in the basin into a controlled deposit.

Chapter seven of the Action Plan for the Protection of the Ebro Delta includes the creation a network of environmental indicators. The action is to implement a network of environmental checkpoint indicators to monitor the flow of water to get to know the water status and its future evolution. It also includes the installation of a control centre and a laboratory for chemical and ecological analysis. This monitoring will allow predictions of the evolution of the state of the Ebro Delta to be set up.

In the Ebro Delta there are large areas aimed at the production of rice with high water consumption. When water is no longer needed in the rice fields, much of the flow from the concession of the channels of the Right and the Left of the river Ebro river is discharged back to the river, not entering the delta system and therefore not reaching the bays at one of the most critical times of the year from the point of view of the need of fresh water. The purpose of this action is to allow the input of fresh water from irrigation canals directly to the bays.

There are two types of water infrastructure in the Ebro Delta, irrigation channels, which supply the crop fields, and the network of drains, which collect the water from the fields and carry the run-off during rainfall. When the water level in the drainage ditches is below the sea level, it is pumped to the bays, arriving laden with sludge, nutrients, plant components and other contaminants, resulting in a deterioration of the ecological status of the bays .

The current sewerage network of Alcoletge, in the province of Lleida, is incomplete to cover the entire municipality, and also does not have a system for waste water treatment, so that the discharge of municipal waste water is carried out directly into the river Segre and agricultural irrigation ditches. The action is to complete the sewerage network of the town, and in the construction of a new plant for treatment of urban waste water with a treatment capacity for an average flow of 875 m3/day, to prevent its direct discharge into the river Segre.
